Cambodian Court Refuses Bail For Detained Journalist Mech Dara

A Cambodian court has denied a request for bail by the award-winning freelance journalist Mech Dara, who faces trial on charges of “incitement” for his social media posts.

The 36-year-old, who has conducted extensive reporting into human trafficking and the country’s epidemic of online scamming operations, was arrested on September 30. He has since been sent to prison in Kandal province outside the capital Phnom Penh to await trial on charges of “incitement to provoke serious social unrest.” The charges stem from a series of social media posts that he made on September 20, 23, 26, 28, and 29. If found guilty, Dara faces up to two years in prison.

In a report published yesterday, Radio Free Asia (RFA) quoted Dara’s defense layer Rim Bora as saying that he received a notice rejecting the bail application on October 18, but that the court’s reasons for denying the bail request were unclear. “If we speak of the conditions of the request for bail, it should be reasonable enough to allow him on bail, according to the criminal code,” he told RFA.

Macau, Cambodia most feel loss of China VIP play: S&P

Macau and Cambodia – two Asia-Pacific casino markets among most reliant on Chinese visitors – are both feeling the absence of mainland VIP players, says an S&P Global Inc macro-view report on gaming demand in the region.

Another challenge for the regional casino and tourism industry is that “pent-up demand” among Chinese people for travel, seen immediately after pandemic restrictions were lifted in early 2023, was “likely on a diminishing trend,” said the institution, adding that a “two-speed recovery” was “taking shape across the gaming tables of Asia Pacific”.

More specifically for Macau and Cambodia gaming, “we do not expect GGR [gross gaming revenue] to recover to pre-pandemic levels over the next 12 to 24 months,” wrote analysts Shawn Park, Aras Poon and Tristan Ong.

When scientists heard reports that a large, mysterious fish had been caught in Cambodia in 2020, excitement stirred. Could this be the “Mekong Ghost,” they asked – an elusive fish that hadn’t been seensince 2005 and was feared extinct?

Photos of the fish and its telltale identifiers – an odd-shaped mouth and a protruding knob at its jaw – seemed to confirm it.

But the fish, which can grow as large as 66 pounds, was sold before scientists could get a closer look. It didn’t “feel like definitive proof,” said Zeb Hogan, a research biologist at the University of Nevada, Reno, and head of the US government-funded Wonders of the Mekong project, an initiative to study and conserve one of the most biodiverse rivers in the world.

New Zealand, Cambodia cite political risks due to high energy transition costs

Political risks due to potential loss of public support over rising power tariffs are a major impediment to transitioning to cleaner electricity sources, ministers from New Zealand and Cambodia told an energy industry event on Monday (Oct 21).

“It’s incredibly important to take the public with you, given that end of the day, they have to believe that what you’re doing is enhancing their lives,” Shane Jones, Associate Minister for Energy, New Zealand, said at the Singapore International Energy Week conference (SIEW).

Jones said New Zealand’s power tariffs are comparable to Singapore’s, ranking among the highest in the Asia-Pacific region.

Cambodian logging syndicate tied to major U.S. wood flooring supply chains

On a rain-sodden day in September 2023, reporters entered the Sihanoukville Special Economic Zone on the southwest coast of Cambodia, in the country’s largest port city. Established in 2008 through a partnership between Chinese and Cambodian private companies, the Sihanoukville SEZ hosts a range of Cambodian and Chinese ventures exporting products worldwide.

Among them is Nature Flooring (Cambodia), a Chinese-owned company established in the Sihanoukville SEZ in May 2019. Nature Flooring is just one of the many subsidiaries of China’s Nature Home Group, focused on wooden flooring and doors. The firm’s website states that the group is valued at 87.6 billion yuan (about $12 billion) and boasts several partnerships with U.S. companies.

Over the course of a year, Mongabay has collected evidence that suggests much of the plywood used to craft the products sold by Nature Flooring and other companies within the Sihanoukville SEZ may have been illegally logged from protected Cambodian rainforests.

Cambodia backs Thai-led 6-country single visa plan

Cambodia has agreed with the Thai government’s initiative to facilitate cross-border travel for tourists from six countries in the region through a single visa policy called “6 Countries, 1 Destination”, positioning Thailand as a regional tourism hub, according to a source at Government House.

The move came after talks between Cambodian Minister of Tourism Huot Hak and Dusit Manapan and Chayika Wongnapachant, advisors to the Thai Foreign Minister Maris Sangiampongsa, to discuss cross-border travel and promoting seamless tourism on Monday in Phnom Penh.

Cambodian solar firms no longer cooperating with US tariff probe

Two Cambodian solar companies will no longer cooperate with a U.S. trade investigation into allegations they are flooding the market with panels priced below their cost of production, according to documents filed with the Department of Commerce.

Solar Long and Hounen Solar, in separate letters dated Oct. 15, said through a U.S. attorney that they were no longer able to dedicate resources to the antidumping probe.

Cambodia to boost power import capacity by over 50% in next two years

Cambodia plans to import over 600 megawatts (MW) of clean power from neighbouring Laos, Vietnam and Thailand, its energy minister Keo Rottanak told Reuters, increasing its contracted import capacity by over 50%.

The southeast Asian nation will import 300 MW of solar and hydro capacity from Laos starting in 2026. It is in the final stages of approval to almost double a 300 MW import deal with Vietnam and could potentially import another 100 MW from Thailand, Rottanak said.

A Very Cambodian Purge That May Not Include the Highest of the High

Last year, this journalist wrote a column about a pending clean out of corrupt officials and the reception was mixed, which is not unusual. Cambodia’s ruling elites – often trenchant critics – didn’t bat an eyelid but the country’s harshest detractors did whine.

The story was leaked and among the patronizing civil society groups, most were skeptical. Some even leveled accusations of favoring a government line because corrupt bureaucrats are rarely held to account, if at all, in Cambodia.

But the more moderate, including diplomats and academics, knew what was happening and had their own concerns, which I shared, that a purge would not extend to the highest of levels and be used instead to weed out competition from within the ruling Cambodian People’s Party.

Cambodia’s Billion Dollar Scam

When the sea mist rolls across Bokor Mountain in Kampot, Cambodia, it shrouds the forested peak in an eerie cloud, reducing visibility to meters in minutes. At the summit stands a French colonial-era hotel, a crumbling chapel riddled with bullet holes from the civil war, and a modern casino encircled by half-finished condos. The mountain — one of the last holdouts of the Maoist Khmer Rouge — is said to be haunted. It’s also the site of a string of compounds used for the latest horror to sweep through the country: a brutal online scam industry controlled by Chinese billionaires with the complicity of a Cambodian political elite that not only profits from the industry but helped to build it.

The mountain, and the area around it, has been designated part of New Bokor City, just one of the supposedly state-of-the-art, “smart” satellite cities, hi-tech parks and special economic zones that have popped up in Cambodia over the past decade. These sites have been hacked out of protected national parks along the coast, snaking from Kampot province on the Vietnamese border, northwest to Ream City, then Sihanoukville — a port city notorious for casinos and violent crime — and up to Dara Sakor in Koh Kong, on the Thai border.

The construction is ostensibly part of a government effort to drive economic growth and foreign investment beyond the country’s main commercial and tourism hubs of Phnom Penh and Siem Reap. But one by one, the mega casinos and satellite cities that now sprawl across the Cambodian coast are being unmasked as belonging to an illicit scamming industry staffed by people trafficked into the country and held against their will.

Cambodia’s Trilateral Deal Pullout Strains its Relations with Vietnam

In an astounding turn of events, Cambodia has withdrawn from the Cambodia-Laos-Vietnam Development Triangle Area (CLV-DTA). The 25-year-old sub-regional framework had been in place to strengthen socio-economic, migration and defence ties between the three neighbours through interprovincial cooperation. The CLV-DTA, encompassing 13 provinces (four in Cambodia, four in Laos and five in Vietnam), was motivated by a shared desire to enable economic exchanges across the three countries’ borders.

While acknowledging that the CLV-DTA “has been immensely beneficial” for countries involved, the Cambodian Ministry of Foreign Affairs officially informed Vietnam in a letter that “the cooperation mandate has reached its objectives”.

Cambodia preparing strategy to graduate from LDC status by 2029: PM

Revived Cambodian Nationalism Threatens to Undermine ‘Special’ Relationship With Vietnam

Cambodia’s recent withdrawal from Cambodia-Laos-Vietnam Development Triangle Area (CLV-DTA), a cross-border development cooperation scheme with Laos and Vietnam, is a cause for concern.

The four northeastern Cambodian provinces affected are among the poorest regions in the whole of Southeast Asia. In general, the development of peripheral regions anywhere in the world is problematic if there are no significant cross-border value chains and trade relations. It is therefore understandable that Ratanakkiri, Mondulkiri, Kratie, and Stung Treng provinces require special economic policy initiatives in order keep pace with the rest of Cambodia.

The Cambodian government’s decision to withdraw from the CLV-DTA in September, after weeks of public protests against it, will certainly be to these provinces’ disadvantage.

PH to Cambodia: Filipinas in surrogacy scheme are victims, not criminals

The Philippine Embassy is appealing to the Cambodian government not to file criminal charges against the 20 Filipinas rescued from alleged surrogacy schemes, Justice Undersecretary Nicholas Ty said on Tuesday.

Surrogacy is considered illegal in Cambodia.

“Currently, our embassy in Cambodia is coordinating with the Cambodian government to express our government’s desire that they not be arrested, not be treated as criminals, and instead be considered as victims of human trafficking.,” Ty said in Filipino in a press conference after the 2nd Regional Meeting of Southeast Asian National Anti-Trafficking Committees at the Diamond Hotel Manila on Tuesday.

To further strengthen ties, Phnom Penh could upgrade its relationship with Australia to a Comprehensive Strategic Partnerships (CSP) — the highest diplomatic tier in Phnom Penh’s foreign relations. This would make Australia the third country, behind China (in 2010) and Japan (in 2013), to achieve CSP status.

Rebuilding Cambodian cinema, one actor at a time

“Back in 2003 to 2004, when Khmer films were booming, I was captivated. I’d sneak off to the cinema whenever I could, eager to catch the latest releases,” said Cheng Ratana, a 22-year-old student at the Acting Art Academy (AAA) in the capital Phnom Penh.

Ratana is one of many young Cambodians seeking to revive the country’s film industry, which was decimated by the Khmer Rouge regime.
