Chinese visitors can now make QR payment to Cambodian merchants

The National Bank of Cambodia (NBC), in collaboration with UnionPay International (UPI), has launched a groundbreaking cross-border QR code payment system. This innovative platform was officially unveiled recently in a virtual ceremony attended by prominent figures including Chea Serey, Governor of the National Bank of Cambodia, and Wang Wentian, the Chinese Ambassador to Cambodia.

The new payment system enables UnionPay cardholders to utilise their UnionPay-enabled wallets, like the UnionPay app and other commercial bank apps that support UnionPay QR Code payment, to scan KHQR codes. This facilitates seamless transactions at approximately 1.8 million merchants across Cambodia. Serey highlighted that this system significantly enhances the convenience and efficiency of payments for international travellers in Cambodia.

Cambodia’s rice exports to China look to jump

Minister of Commerce Cham Nimul announced that her ministry is currently negotiating a 20% increase in the export of Cambodian milled rice to China. The most recently agreed-upon quota was 400,000 tonnes in a 17-month period, which expired in June.

Nimul provided updates on the negotiations during a meeting to review the results of 2023 and set the direction for the ministry in 2024.

During the December 22 meeting, she explained that the ministry is currently negotiating a seventh memorandum of understanding (MOU) with China for milled rice exports. If successful, the new MoU will result in a 20 per cent increase for 2023-24.

Cambodia’s Koh Kong province to establish green special economic zone

In a recent development, plans are being laid out for a new green special economic zone (SEZ) in Koh Kong province of Cambodia. The discussions, which took place in the coastal province recently, are paving the way for an eco-friendly industrial hub with investments estimated between $400-$800 million.

The discussions involved provincial authorities, representatives from the Council for the Development of Cambodia (CDC), the ministry of economy and finance (MEF), provincial governor Mithona Phouthong and representatives from the British embassy in Phnom Penh among others.

Cambodia Denies Human Trafficking Claims Tied to Fake Gambling Business

Cambodian authorities have arrested a group of Thai nationals on allegations of criminal mischief and arson. They reject the assertion of the nine people that they were victims of human trafficking tied to false promises of high-paying casino jobs.

Cambodian authorities issued a statement late last week to counter Thai media claims regarding the rescued individuals. They stated that the allegation that the individuals had been coerced into engaging in illicit activities in Poipet was a lie.

Instead, according to the authorities, the individuals were willing participants in an attempted arson attack. That fire, which didn’t cause serious damage, was the alleged result of an altercation between the Thai nationals.

Cambodia pitches new ‘Pentagonal Strategy’ to S. Korean investors

The Cambodian ambassador to South Korea pitched the country’s new Pentagonal Strategy, aimed at transforming it into a high-income country for South Korean investors, underscoring the improved investment landscape.

“Cambodia’s new investment law, sub-degree and its launch of Pentagonal Strategy Phase 1 provide a conducive investment environment and create more opportunities for businessmen and investors,” Ambassador Chring Botumrangsay said at the 2nd Cambodia-Korea Business and Investment Forum in Seoul on Dec. 21.

China pushes for more security operations along Mekong in summit with Southeast Asian neighbours

Beijing will push for stepped up security operations targeting cyber scam syndicates and illegal gambling, among other crimes, as a key area of cooperation along the Lancang-Mekong River region, Chinese Premier Li Qiang told his Southeast Asian counterparts on Monday.

“We should strengthen governance about security, deepen the progress of security operations along the Mekong, and strike hard against cyber crimes like gambling and fraud,” Li said via video-link in a summit that he jointly hosted with co-chair, Myanmar’s military government leader Min Aung Hlaing.

The Lancang-Mekong summit took place as China pursues efforts to crack down on the cross-border crimes mainly along the Mekong River basin, targeting Chinese nationals in particular.

FTA makes Cambodia attractive destination for S Korean investment

The Cambodia-Korea Free Trade Agreement (CKFTA) completed one year of entering into force this month. The FTA has resulted in increased bilateral trade between the two countries, reaching an all-time high of $1.05 billion, according to Chring Botum Rangsay, Cambodian ambassador to South Korea.

The FTA, along with the introduction of the New Investment Law in 2021, has created a more conducive environment making Cambodia an attractive destination for South Korean investment, Rangsay said while addressing the 2nd Cambodia-Korea Business and Investment Forum in Seoul recently.

Distortion of visual reality is one of the techniques by which the Hun Manet regime attempts to project a false image of modern Cambodia to the world.

Images circulating on social media claiming to depict a peaceful and contented country are literally a triumph of form over substance. The only problem is that they are inventions with no existence in the real world.

The country’s Water Festival held in Phnom Penh in November is a case in point. Packed crowds bask under the national flag as they enjoy the event, if social media is to be believed.

National Bank of Cambodia & IFC join forces for green finance

Cambodian police deny human trafficking accusations by fleeing Thais

Cambodian police clarified on Saturday that nine Thais who were recently rescued near the Thai-Cambodia border had quarrelled with each other and they were not fleeing from human traffickers as claimed earlier.

Police in Cambodia’s Banteay Meanchey province issued a statement on Saturday in response to allegations from Thai media that all the rescued nine Thai nationals were forced to work illegally as call centre scammers in Poipet.

The city is a Cambodian gambling destination sitting at the crossing point between the two countries.

Ancient statues unearthed in Cambodia’s Angkor park

Archaeologists have unearthed six centuries-old sandstone statues at the Ta Prohm temple restoration site in northwest Cambodia’s Angkor archaeological park, the Apsara National Authority (ANA) said in a statement on Thursday.

The ANA is the government agency responsible for managing, safeguarding and preserving the Angkor archaeological park, a UNESCO-listed world heritage site, situated in Siem Reap province.

Net Simon, an archaeologist at the ANA’s Department of Conservation of Monuments and Preventive Archaeology, said the discovered statues included two statues of Buddha sheltered by a Naga, two Buddha statues with broken heads and hands, one Avalokitesvara (deity), and one pediment with a Buddha carving.

Cambodian PM takes aim at ‘inappropriate’ religious acts

As Christmas nears, Cambodian Prime Minister Hun Manet has tasked the Ministry of Cults and Religious Affairs to investigate and take measures “against inappropriate religious acts,” including by followers of Christianity, Buddhism and Islam.

In a statement carried by the official Agence Kampuchea Presse, Hun Manet, while addressing an annual meeting of the Ministry of Environment, “urged action” against individuals, including those on social media, who use religion for personal gain.

He also urged the Ministry of Cults and Religious Affairs to consult with all religious leaders, to investigate cases of individuals misleading the public.

Thai MPs Urge Talks with Cambodia Over Access to Preah Vihear

Sporadically fought between 2008 and 2011, the Little War – as it is sometimes known – had an enormous impact on Cambodia-Thailand relations that still rankles to this day. Even now, the border crossing at the foot of the temple’s steps remains closed and the 11th century ruins are off limits from the Thai side.

The area was once a lucrative business zone. Thai tourist operators boasted a perfectly sealed highway all the way to the border and the temple’s footsteps, and dodgy tour guides in Bangkok would even erroneously claim there was no access at all from the Cambodian side.

The only way up, they said, was through their border gate at Pha Mor E Daeng.

Chinese man charged with trying to steal from passengers on Cambodia-Singapore flight

A Chinese national has been remanded in Singapore on charges of attempting to steal from passengers on a flight from Cambodia’s capital Phnom Penh to the city state.

Yi Huaichun, 44, returned to court on Friday to face his three charges. He was first charged on December 16 and has been remanded since.

Yi is accused of trying to steal from three passengers while on Cambodia Airways flight KR751 from Phnom Penh on the morning of December 15.

Human Rights and Protecting Cambodia’s Rainforests

Suwanna Gauntlett arrived in Cambodia in 2000 and through Wildlife Alliance has sought to protect the rainforests in the pristine Cardamom National Park, where she has trained rangers for the Special Forestry Task Forces and the Royale Gendarmerie Khmer.

Lately, however, her work has attracted controversy amid reports of bullying and intimidation of local farmers by wildlife officers, resulting in at least eight complaints to officials and a human rights NGO detailing alleged abuses since 2019.

Those complaints have been attributed to an as yet unpublished report by Human Rights Watch, which is expected to be released early next year.

How a 21-year-old Cambodian became the world’s latest bird flu victim

Chem Seavmey’s family are still in shock. One Sunday morning, the 21-year-old woke up slightly breathless, struggling with a fever and cough. A week later, she was dead.

“I did not expect this, it was so quick,” Chem’s brother-in-law, Sok Reth, told the Telegraph. “She just got worse and worse … Although the doctors tried to help, she still passed away. I am very, very regretful and sad … it was too quick for us.”

On November 26, at a hospital in the capital city three hours from home, Chem became the third person to die from bird flu in Cambodia this year. The country has seen a spike of infections after an eight year hiatus, with six of the 12 human H5N1 cases detected in 2023 reported here, according to the World Health Organization.

Thais escape from Cambodian ‘slave compound’

Nine Thais are recovering from their injuries after an escape from a scam centre, run out of a Cambodian casino in the border town of Poipet, where at least another 200 people are still being held. The eight men and one woman fled after setting fire to their bedroom at the PuLi casino.

Following the daring escape, early on Dec. 18, Thai immigration police said they were promised high-paid jobs as stock traders and had snuck over the border into Cambodia where they realized they would be forced to work a call centre operation.

“The gang threatened to beat or kill those who refused to make scam calls to deceive fellow Thais in Thailand,” the government-friendly Khmer Times reported. “They also claimed to have witnessed Thai victims being shot dead by the gang members.”

Cambodia rejects US plea to free Khmer Bible editor

The Cambodian government has rejected a request from 18 US senators urging the release of the American-Khmer lawyer Theary Seng, 52, who is serving a six year sentence for treason linked to an alleged 2019 plot to overthrow then prime minister Hun Sen.

The rejection followed a letter sent to US Secretary of State Antony Blinken urging him to prioritize her release and they want Theary Seng’s detention designated under the Hostage-Taking Accountability Act.

“The US senators have the right to request but Cambodia has its own constitution and laws,” Chin Malin, spokesman for the Ministry of Justice, said in a report by the pro-government Khmer Times.

New dams in Cambodia pit ‘green’ hydropower against REDD+ project

Two new hydropower dams approved by Cambodian authorities on Nov. 21 look set to bring further fragmentation to the dense rainforests of the Cardamom Mountains.

If built as planned along the Kong Hen and the Russei Chrum rivers in southern Cambodia, both dams will be constructed inside Cardamom National Park, and are likely to have an impact on the Cardamoms REDD+ project, arguably Cambodia’s most prominent foray into the carbon market.

The anticipated location for the 100-megawatt Veal Thmor Kambot hydropower dam sits some 15 kilometers (9 miles) inside the borders of the REDD+ project, while the 70 MW Russei Chrum Kandal dam looks set to be built less than 2 km, or about a mile, outside the boundaries of the REDD+ project.
