UNESCO Has Failed to Prevent Forced Evictions at Angkor Wat

A recent report by Amnesty International, detailing the forced evictions of up to 10,000 families at the Angkor temples in Cambodia, shows that the country’s post-Khmer Rouge tradition of land grabs at the expense of the poor is alive and well.

According to the report, which was published last month, Cambodian authorities in the second half of 2022 began evicting large numbers of people from Angkor, ostensibly to protect the location’s UNESCO World Heritage status. Many of these people have lived in the Angkor area for generations.

The authorities characterize the evictions as “voluntary,” but Amnesty interviewed over 100 evictees who say they were given small empty plots of land at a relocation site and told to build their own homes with sheets of corrugated iron.

Japan, Cambodia sign 7 MoUs in defence, security, trade, investment

Japan and Cambodia yesterday signed seven memoranda of understanding (MoUs) to strengthen bilateral ties in defence, security, trade, investment, infrastructure and air connectivity.

Cambodian Prime Minister Hun Manet met his Japanese counterpart Kishida Fumio on the third day of the ASEAN-Japan 50th Commemorative Summit in Tokyo. The Asia Zero Emission Community Leaders Meeting (AZEC) was also held in parallel.

Cambodia talks set over territorial spat

The government is set to resume talks with Cambodia in February over a 26,000-square-kilometre energy-rich area in the Gulf of Thailand claimed by both countries.

Observers have noted that the talks should focus primarily on the joint development of energy resources in the overlapping claim area (OCA) in a bid to decrease the country’s dependence on expensive liquefied natural gas (LNG) imports.

Pundits say the maritime territorial dispute between the two sides should be put on the back burner to avoid straining ties.

Self-portraits give voice to vulnerable Cambodian fishing communities

A study that used photos taken by participants to spark conversation reveals firsthand accounts of how climate change, land use and dams on the Mekong River are threatening the future of the communities dependent on those ecosystems.

The study, which brought together Cornell researchers, Cambodian fishers and Cambodian researchers, used a methodology called photovoice. With photovoice, study participants take photos that researchers then use to facilitate interviews and group discussions during which the subjects share their life experiences and perspectives.

“Voices of the most vulnerable resource users are poorly integrated into traditional scientific knowledge,” said Kathryn Fiorella, assistant professor in the Department of Public and Ecosystem Health in the College of Veterinary Medicine and first author of the study. “Photovoice is a methodology that goes very quickly to the heart of what people are thinking. And these perspectives are fundamental to understand interactions between livelihoods and environmental change, and ultimately underlie successful resource management.”

Nine rescued from call centre ‘hell’

Nine Thai nationals who fell victim to a Chinese trafficking scheme in Cambodia have been rescued but they say 200 of their compatriots are still trapped.

Eight men and one woman, aged between 23 and 47 years, were rescued by Immigration Bureau police and Ranger Forces Company 1201 officers at the border checkpoint in Aranyaprathet district on Monday, police said on Tuesday.

The ranger company organised the operation after receiving a message from Facebook users about the group.

Cambodia chalks up 10m Bakong digital currency accounts

Cambodia’s fledgling digital currency, co-developed by a Japanese startup, has chalked up about 10 million accounts, the central bank governor told Nikkei in an interview in Tokyo.

That means about 60% of the country’s population is likely able to use the Bakong, as the digital currency is called, to make payments or transfer money.

Gov. Chea Serey also said the National Bank of Cambodia will expand a cross-border payment network for the Bakong in cooperation with UnionPay International, China’s leading card payment service, and other foreign partners.

Cambodia’s economy remains robust in 2023 despite weakening global demand, say experts

Cambodia’s economic growth remained strong in 2023 despite weakening global demand and a slowdown in real estate, a government official and economic experts have said.

Economy and Finance Minister Aun Pornmoniroth said the economy was expected to grow by 5.6 per cent in 2023, pushing up the Southeast Asian country’s gross domestic product (GDP) to US$32.17 billion.

“For 2024, Cambodia’s economy is forecast to achieve a growth rate of around 6.6 per cent, which will increase the GDP to US$35.16 billion,” he told the parliament during a 2024 budget law debate in mid-November.

Cambodian leader to visit Thailand

Cambodian Prime Minister Hun Manet is scheduled to visit Thailand to attend the joint Thai-Cambodian cabinet meeting in February to discuss bilateral cooperation, especially cross-border trade between the two countries.

Prime Minister Srettha Thavisin on Monday told media about the Cambodian leader’s planned visit after the two discussed it during their time at the Asean-Japan special summit in Japan from Dec 14-19.

Japan and Cambodia vow to deepen security cooperation

Prime Minister Fumio Kishida and his Cambodian counterpart, Hun Manet, agreed on Monday to take steps to deepen security cooperation between the two countries, including launching subcabinet-level defense talks.

At their meeting in Tokyo, the two leaders also affirmed cooperation on getting North Korea, which fired ballistic missiles on Sunday and Monday, to completely scrap its arsenal of nuclear and other weapons of mass destruction.

Thailand, Vietnam, Laos, Cambodia eye seamless tourism, says Srettha

Prime Minister Srettha Thavisin unveiled plans to enhance seamless tourism between Thailand, Vietnam, Laos and Cambodia after meeting the three leaders on Sunday.

The meeting was held on the sidelines of the summit in Tokyo commemorating Japan’s 50 years of cooperation with ASEAN countries.

Srettha said that in his discussion with Vietnam President Võ Văn Thưởng, both sides agreed to restore Cabinet meetings between the two countries. Vietnam has proposed to host the first such meeting in May next year. Srettha said the agenda of the meeting will include the price of rice to boost income for farmers.

In Cambodia’s ‘underground’ crypto economy, Tether becomes coin of choice for Chinese-linked activities

In pockets of Phnom Penh frequented by Chinese expatriates, the scrolling neon signs at 24-hour currency exchanges offer to trade yuan for Tether, the cryptocurrency of choice for moving money in and out of China, gambling and cashing out the gains of Southeast Asia’s cyber scams.

Like all cryptocurrencies, Tether (or USDT) – a so-called stablecoin because its value is tied to the US dollar – is officially banned for trade in Cambodia.

Yet security experts say it has fast become an integral part of the country’s shadow economy; with a low fee and no restrictions to move, hide and launder money at speed.

New York’s Met Museum to return looted antiquities to Cambodia

A prestigious US museum will hand back more than a dozen valuable antiquities to Cambodia, a prosecutor said on Friday, after they were plundered and illegally trafficked into the institution’s collection.

They were originally stolen by prolific antiquities trafficker Douglas Latchford who in 2019 was charged with operating a major network that stole treasures from Southeast Asia.

A priceless 10th century goddess sandstone statute and a larger-than-life Buddha head from the 7th century are among the items being returned.

Cambodia’s New Year to ring in old problems

For many Cambodians 2023 was a grinding affair. Dominated by the jailing of dissidents, a one-sided election and a father to son transfer of power, it was a year that entrenched the ruling families while opposition politicians wilted behind bars or in exile.

And while most eyes were on politics, the economy stagnated while human traffickers continued to ply their trade, resulting in co-ordinated sanctions imposed on individuals and corporate entities, as the year ended, by the United States, Canada and the United Kingdom.

Cambodia to launch e-Arrival card for all travellers next year

Cambodia is set to launch a trial “e-Arrival Card” scheme for all travellers to the Southeast Asian country, starting from Jan 1, 2024, said a Ministry of Interior announcement.

The e-Arrival Card will replace the plethora of paper forms that are currently required on arrival.

The announcement on Wednesday said the e-Arrival Card will make it easier for foreign travellers and Cambodian citizens who enter Cambodia through international airports to complete the immigration formalities and health procedures in one form, reported Xinhua.

Relics tied to alleged smuggler will return to Cambodia, U.S. museum says

The Metropolitan Museum of Art and federal prosecutors announced Friday that more than a dozen ancient relics in the museum’s collection will be returned to Cambodia.

The repatriation of the artworks follows years of questions regarding whether the Met’s collection contained pieces that Douglas Latchford, an alleged smuggler, had helped loot from Cambodia during its civil war.

A renowned art dealer, Latchford was indicted in 2019 for allegedly trafficking in pillaged items. He died awaiting trial.

Does the latest Gallup poll tell all?

A survey of opinion in Cambodia published by Gallup in August shows the impossibility of trying to gauge the views of the public under a dictatorship determined to stamp out any trace of dissent.

The survey finds high levels of confidence in Cambodia’s military and financial institutions, both scoring 82%. “In many ways,” Gallup concludes, “the Cambodia that Hun Manet is inheriting is a stable one, with widespread confidence in institutions and satisfaction with key services.”

Hun Manet took over as prime minister from his father Hun Sen in August. Gallup does not present the findings as being an opinion poll. It has no choice, as opinion polls are banned in Cambodia. Gallup does not have the right to ask questions concerning approval of leadership, or the government, or confidence in the judicial system. There is no way in the survey for respondents to express criticism of the government, or support for the opposition.

Cambodian Am activist in prison hospitalized due to hunger strike

Imprisoned Cambodian American activist Theary Seng has been hospitalized due to a hunger strike. The hospitalization will likely delay the appeal for her release.

A prison department spokesman from Cambodia where Seng is being held told Radio Free Asia that the activist was taken to the hospital on Wednesday.

“We have kept her in the hospital for convenience in case there is an emergency,” Nuth Savana, the spokesman for the Interior Ministry’s prison department told Radio Free Asia. “We continue to monitor her health on a regular basis and if there is an emergency, she is already at the hospital.”

What’s Happening At Cambodia’s Ream Naval Base?

Around twelve months ago, the U.S. Defense Department was confident enough in its intelligence to state in its annual “Report on Military and Security Developments Involving the People’s Republic of China” that the Ream Naval Base in Cambodia “will be the PRC’s first overseas base in the Indo-Pacific.” But give an eye to the Pentagon’s same report for this year, published in late October. There are seven mentions of Cambodia, but not one states that Ream will be a Chinese base. In fact, the Pentagon’s only comments this time are that “in June 2022, a PRC official confirmed that the PLA would have access to parts of Cambodia’s Ream Naval Base.”

On the surface, this appears to be something of a climb down, from the entire site being a Chinese overseas base (as the 2022 report implied) to just the PLA having access to parts of it, presumably the parts that Phnom Penh and Beijing have openly admitted that China is rebuilding.

Global law enforcement targets Southeast Asian cyberscam gangs

International pressure is intensifying on the cyberscam industry in Southeast Asia, with the United Kingdom sanctioning actors in Cambodia, Myanmar and Laos, Interpol coordinating a multicountry operation and China issuing arrest warrants for major players.

On Friday, the U.K. announced sanctions that for the first time globally target people and companies tied to scam compounds where victims lured by offers of high-paying jobs are instead forced, under threat of violence and torture, to defraud people online.

Such operations have taken root in recent years in Cambodia, Myanmar and Laos, where they flourish amid endemic corruption and weak law enforcement.
