According to recent estimates, the cyber-enabled fraud industry operating out of the Mekong sub-region may now boast a labor force in excess of 350,000. Who are these people exactly and what is to be done about them?

The early days of Southeast Asia’s “scamdemic” were dominated by horrific reports of abuse emerging from counter-trafficking advocates and media reports. It is fair to say that the issue initially rose to global prominence largely on the back of these shocking stories, which were frequently supported by disturbing visual evidence.

As the world begins to better understand the industry, it is now abundantly clear that these are not isolated cases. The scam industry is following a well-established pattern of rampant abuse, which defines the bottom of the pyramid in a wide array of criminal industries.

Century Entertainment commences operation of VIP tables at Dara Sakor casino

Hong Kong-listed Century Entertainment International Holdings has finally commenced operations of a new VIP gaming table business in Cambodia’s Dara Sakor, more than four years after ceasing operations in Sihanoukville due to the COVID-19 pandemic.

The company said in its results release for the six months to 30 September 2024 that it had commenced the operation of seven VIP gaming tables at the casino in question on 1 October – the day after the relevant resolution was passed at a Special General Meeting.

Cambodia’s national assembly approves 2025 govt budget of $9.3 bn

Cambodia’s national assembly recently approved an annual government budget of $9.3 billion for next year, equivalent to 18.14 percent of the country’s gross domestic products (GDP).

The approval for the draft Law on Finance for Management 2025 (National Budget Law 2025) came after detailed discussions during the third session of the seventh legislature.

The draft law aims at comprehensive reforms in all sectors to make Cambodia a high-middle-income country in the near future, domestic media outlets reported.

Southeast Asian lawmakers condemn deportation of Cambodian activists

A group of progressive lawmakers from different legislatures in Southeast Asia condemned the deportation of Cambodian human rights activists from Thailand.

Last Nov. 24, the Thai government forcibly returned activists Pen Chan Sangkream, Hong An, Mean Chanthon, Yin Chanthou, Soeung Khunthea and Vorn Chan Rahana back to Cambodia.

In a statement on Saturday, the Asean Parliamentarians for Human Rights (APHR) called the deportation order a “flagrant violation of international law.”

Nite Yun wants to know why you’ve never had Cambodian food

Maybe it’s a Cambodian American thing, but whenever someone from our community becomes successful and makes the news, our ears tend to perk up, and we take notice.

So it’s no surprise that when chef Nite Yun opened her restaurant Nyum Bai (which means “to eat rice” in Khmer), in 2017 in San Francisco—to great acclaim—the news reached me all the way up in Seattle. I couldn’t wait for the next time I’d be down in the Bay Area to be able to visit her restaurant, which started out as a pop-up, and support a fellow Khmer. But then Yun closed the restaurant in 2022 following the death of her father.

US sets tariffs for solar panels from Southeast Asian nations

U.S. trade officials announced on Friday a new round of tariffs on solar panel imports from four Southeast Asian nations after American manufacturers complained that companies there are flooding the market with unfairly cheap goods.

It is the second of two preliminary decisions that President Joe Biden’s Commerce Department is making this year in a trade case brought by Korea’s Hanwha Qcells, opens new tab, Arizona-based First Solar Inc, opens new tab and several smaller producers seeking to protect billions of dollars in investments in U.S. solar manufacturing.

Thailand deports 6 Cambodian activists facing treason charges over critical Facebook comments

Six Cambodian activists charged with treason over Facebook comments criticizing their government have been deported from Thailand to stand trial, a pro-democracy group said Thursday.

The Khmer Movement for Democracy, a movement formed by opposition leaders in exile, criticized the decision to return the four women and two men Nov. 24, saying they will face “inhuman and degrading treatment” in Cambodia’s overcrowded prison system.

Thailand and Cambodia are accused by rights groups of having a de facto agreement to return political dissidents wanted by their home country.

For Cambodian refugee family in RI, first Thanksgiving a chance to be grateful for freedom

This Thanksgiving, in many homes across Rhode Island, families busied themselves preparing a traditional turkey meal. Some turned to recipes kept in the family for generations, while others did a last-minute online search and picked the first one to show up.

Menghong Phly did neither. In fact, Phly and his wife, Rachana Bun, had never heard of Thanksgiving before arriving in Rhode Island from Cambodia two months ago with their two children. But they are celebrating the holiday in their own way.

China-Cambodia effort nets 240 Chinese suspects in anti-fraud campaign

China repatriated 240 arrested Chinese gambling and fraud suspects from Cambodia on Thursday, with some 500 more expected to be escorted back, Chinese state media said, as Beijing stepped up a years-long effort to combat Chinese organized crime in Southeast Asia.

The arrested group constituted the second batch China has chartered planes to repatriate from Cambodia after a first round in April when more than 680 were escorted back, China’s national television broadcaster CCTV reported.

As part of efforts to stem cross-border online gambling and fraud carried out through telecom networks, China periodically has partnered with neighbors such as Cambodia, Myanmar and the Philippines to nab Chinese suspects and have them brought back to China.

In Cambodia, Tourism Feels Like A Force For Good

From my plane window close to descent, the urban sprawl of Phnom Penh comes into view, spread out around the confluence of the Mekong and Tonle Sap Rivers. Siem Reap, Cambodia’s second-largest city, is synonymous with the ethereal Angkor Wat. In contrast, the capital, Phnom Penh, has no such marvel to claim, known instead for its dark past under the brutal Khmer Rouge regime. Despite this history, the city offers a fascinating blend of cultural experiences and Cambodia’s tourism opportunities.

Like two sides of a coin, a trip to Cambodia is incomplete without seeing both: taking in its historical riches and delving into its troubled past. On a week-long trip with my friends, we ensured our Cambodia itinerary was a good mix. What came as a surprise was seeing the incredible work that several organisations and people do on the ground, helping Cambodians build a better life.

Cambodia charges 6 with treason after deportation from Thailand

Six former supporters of a banned Cambodian opposition party have been charged with treason after they were deported from Thailand on Nov 24, angering civil society groups who said their forced return violated international law.

Officials named the six as Pen Chan Sangkream, Hong An, Mean Chanthon, Yin Chanthou, Soeung Khunthea, and Vorn Chanratchana, who were all known members and supporters of the now defunct Cambodian National Rescue Party (CNRP), led by Sam Rainsy and Kem Sokha.

They were detained in Thailand after an arrest warrant was issued by the Phnom Penh Municipal Court for the six who had fled across the border over the past four years amid a broad crackdown on dissent in Cambodia.

ADB’s $50-mn loan to support policy reform to boost trade in Cambodia

China-Cambodia trade in Jan-Oct 2024 worth $14.4 bn; up 19% YoY

China-Cambodia trade in the first ten months this year was worth $14.4 billion—a rise of 19 per cent year on year (YoY). Imports from Cambodia to China grew by 20 per cent YoY during the period, according to the Chinese embassy in Cambodia.

Bilateral trade reached $11 billion in the first three quarters this year—a 22-per cent increase YoY.

New transmission lines cut a Cambodian rainforest sanctuary in half

In early October, work began on power lines that will run about 300 kilometers, or 190 miles, and that conservationists have labeled “a death sentence” to Cambodia’s Prey Lang Wildlife Sanctuary.

The transmission lines are slated to run from a substation on the outskirts of the capital, Phnom Penh, to Cambodia’s northeastern border with Laos, slicing through the densest part of the 490,000-hectare (1.2-million-acre) protected rainforest, vital wildlife habitats and two existing REDD+ projects.

The 500-kilovolt transmission line project has remained largely dormant since it was initially approved in 2020, although the years that followed saw conservationists decry its potential environmental impacts.

Cross-border travel: Thailand and Cambodia relaunch bus services

For the first time since the Covid-19 pandemic hit the brakes, Thailand and Cambodia are set to resume their cross-border bus services, reconnecting Bangkok with Phnom Penh and Siem Reap this Friday, November 29. After more than three years of halted operations, travellers can once again hop on board for a seamless journey between these iconic destinations.

The announcement came after an agreement was signed today, November 26, between Atthawit Rakchamroon, Acting Managing Director of Thailand’s Transport Co., and Suo Vireak, CEO of Vireak Buntham Express Co., Cambodia’s leading bus operator. The two companies have teamed up to offer services on two key routes, both passing through the Aranyaprathet checkpoint in Sa Kaeo province.

Veteran Cambodian Former Foreign Minister Sokhonn Set To Return To His Post

Prime Minister Hun Manet reappointed veteran politician Prak Sokhonn as the new Minister of Foreign Affairs to steer Cambodia’s foreign policy, reported Fresh News.

He will replace the current deputy prime minister and Foreign Minister Sok Chenda Sophea.  

Sokhonn, who was also the former deputy prime minister, held the position of Minister of Foreign Affairs and International Cooperation from 2016 to 2023.

An Outpost in Cambodia Isn’t a Game-Changer for China’s Navy

In September, a spokesperson for Cambodia’s Defense Ministry announced that construction work to expand and upgrade Ream Naval Base, located on the Gulf of Thailand, is nearing completion. China has been redeveloping the site since reportedly signing an agreement with Phnom Penh in 2019 allowing the People’s Liberation Army Navy, or PLAN, to use the facility for an initial 30-year period, with the possibility of renewal.

Five years later, the base now boasts a new 1,200-footlong pier, alongside which two Chinese warships have been berthed on a regular basis for much of the past year.

Survivors and sniffing dogs joined hundreds of people at Cambodia’s Angkor Wat on Sunday for a march against landmines after the US decision to send anti-personnel mines to Ukraine. Participants, including landmine victims and deminers, repeatedly chanted for “a mine-free world” during the four-kilometre (2.5-mile) walk around the famed temple complex in Siem Reap.

Cambodian activists investigating illegal logging are freed from detention

A prominent Cambodian environmentalist and five others were released on Monday a day after being detained while investigating illegal logging in a national park.

Ouch Leng, who was awarded a 2016 Goldman Environmental Prize, was taken into custody on Sunday along with the other activists who have documented an increase in illegal deforestation in the Veun Sai-Siem Pang National Park, located near an economic land concession in northeastern Stung Treng province.

Provincial spokesman Men Kung told The Associated Press by phone that the six were freed after signing a promise not to enter a prohibited zone again. He said they will face court if they trespass again.

Meta blocks over 2M accounts linked to ‘pig butchering’ scams this year

A recent update by Facebook parent company Meta indicates that the company has taken down some 2 million accounts linked to ‘pig butchering’ scams this year alone.

The scams have become prevalent, with the tech giant now focusing its efforts on Southeast Asian operations, with particular focus on countries such as Cambodia, Myanmar, Laos and the Philippines. Interestingly, the United Arab Emirates has also been a concentration of the scam centers.
