Cambodia eyes expanding its IR market, says official

Cambodia is working to develop its casino industry via the construction of further world-class integrated resorts (IRs), by offering attractive policies, including tax rates.

That is according to Khim Oudam (pictured), deputy director of licensing at the Commercial Gambling Management Commission (CGMC) of Cambodia, in comments to GGRAsia.

As an existing casino market near to Thailand – a country poised to legalise gaming resorts, possibly next year – Mr Khim was outlining Cambodia’s own experience.

Cambodia’s CDC clears 40 new investment projects in Nov; Vietnam leads

The Council for the Development of Cambodia (CDC) approved 40 new investment projects and three production-expansion plans valued at $940 million in November this year, creating an estimated 39,000 jobs.

This represents a rise of over 10 ventures compared to October.

The projects span various sectors, including garments, textiles, furniture, toys, shoes, chemicals, bags, special economic zones (SEZs), camping accessories, packaging and rubber.

Asian garment workers including those in Cambodia and Vietnam face rising heat stress amid climate change: Report

Garment workers in South and South-East Asian countries are increasingly bearing the brunt of climate change in the form of heat stress, which leads to exhaustion, fainting, and heat stroke, according to a recent report.

Titled “Hot Air: How Will Fashion Adapt to Accelerating Climate Change?”, the report was prepared by the Global Labor Institute (GLI), a UK-based organisation providing research and education services to local and international trade unions, Anadolu Agency (AA) reported.

Veteran Cambodian journalist dies of gunshot wounds

Veteran Cambodian journalist Chhoeung Chheng, 63, died of gunshot wounds on Dec. 7, two days after he was attacked while riding his motorbike to cover a forest clearing operation in this country’s northwest.

Doctors at Siem Reap Provincial Hospital removed a bullet from his abdomen after he was shot with a homemade gun about 6pm on Dec. 4, near the Boeung Per Wildlife Sanctuary, in Chik Reang district of Siem Reap province.

But colleagues said he had succumbed to his wounds at 2am on Dec. 7. A statement by the Siem Reap Provincial Administration said one suspect, 40-year-old Si Loeuy, has been arrested and had confessed to the shooting while under interrogation by local police.

Cambodia’s consumer market to hit US$16 billion in 2025, says EuroCham

Cambodia’s consumer market is projected to hit US$16 billion by 2025, largely driven by rapid urbanisation and a burgeoning middle class coupled with increasing disposable incomes.

European Chamber of Commerce (EuroCham) Cambodia’s FMCG (fast moving consumer goods) committee chairman Sothea Rami Sambath said local consumers’ behaviour is changing rapidly due to the shifting market landscape.

With 80 per cent smartphone penetration, e-commerce sales of FMCG products have been growing at an annual rate of 20 per cent.

Cambodia: A war-torn country that became China’s firm ally in Southeast Asia

While most Southeast Asian countries have stressed they will not take sides between China and the US, Cambodia — a steadfast strategic ally of China in Southeast Asia — is the exception.

Due to geopolitical reasons, Cambodia almost always sides with China on major international issues, and there are even rumours that Cambodia will allow China to establish a naval base there. What kind of relationship does Cambodia have with China?

In 1986, I travelled to Cambodia, which was then under Vietnamese occupation, to conduct interviews, take photographs and collect pictures. Now, I can offer a recollection of my experience.

Cambodian genocide survivors still healing from 50 years of trauma

Nearly half a century after Pol Pot’s Khmer Rouge regime murdered at least 2 million people in Cambodia – a quarter of the country’s population – fresh terror lingers in the bodies, minds, and even the dreams of survivors.

Refugees of the genocide who resettled in California have faced difficulties accessing the mental health services they need. Some of these challenges include language barriers and a lack of providers familiar with Cambodian/Khmer culture or the unique traumas affecting the community.

Thanks to dedicated Cambodian/Khmer mental health workers, some survivors have been receiving treatment that recognizes these cultural and psychological complexities. The healing work has been bearing fruit in refugees’ latter years.

Cambodian journalist investigating illegal logging shot

A veteran investigative journalist was the victim of an attack on Wednesday. His latest work involved investigating a controversial logging operation on the borderline of the law in a wildlife sanctuary in the north of the country.

The 63-year-old Chhoeung Chheung was riding his motorcycle two days ago, travelling on the road leading to the Boeung Per Sanctuary, Chikreang district (Siem Reap province), Radio Free Asia (RFA) reported, citing police sources (and Chhoeung’s wife Chiev Chap).

Suddenly, in an ambush, persons unknown shot at him, hitting the stomach, seriously wounding him.

FDI inflows into Cambodia hit $8.1 bn in a year from Sept 2023

Foreign direct investment (FDI) inflows into Cambodia surged to $8.1 billion between September this year and the same month last year, according to a report by the ministry of economy and finance (MEF).

The primary FDI sources were China, South Korea, Singapore, Japan, Vietnam, Malaysia, Thailand, Canada and the United Kingdom.

Ottawa urged to act on import of Cambodian monkeys for labs, as questions linger about whether some could be caught in wild

Animal-welfare advocates and MPs are urging the Canadian government to prevent endangered monkeys that were imported from Cambodia for use in a laboratory being released from quarantine within days, saying they should be sent to a sanctuary instead.

Since early last year, the U.S. Fish and Wildlife Service has been denying permits for the import of Cambodian macaques after an investigation found evidence that thousands of monkeys caught in the wild had been smuggled to the U.S. from Cambodia.

Animal-welfare advocates and MPs say that since the U.S. authorities took action, Canada has seen an exponential increase in imports. They want Canada to stop importing Cambodian macaques for use in labs while questions remain about whether the shipments could include illegally wild-caught animals.

Cambodian court upholds sentence against trade unionist

The Phnom Penh Municipal Court has upheld an 18-month jail term, which was initially handed down in absentia for a two-year-old social media post on human trafficking, against prominent trade union leader Morm Rithy, who has been returned to prison.

His case has been highlighted by civil society groups, including the UN Human Rights Office, as an example of the harshness of the Cambodian judiciary, which ranked 141 out of 142 countries in the 2023 Rule of Law Index by the World Justice Project.

Morm Rithy, vice-president of the Cambodian Labor Confederation (CLC), was detained and arrested on the night of May 7 outside the CLC offices, following his conviction that was registered earlier the same day.

Cambodia says Xi supports controversial canal, but China’s silence keeps questions flowing

The veil of uncertainty surrounding a massive canal project in Cambodia was lifted ever so slightly this week – while also fuelling fresh speculation – as the Southeast Asian nation’s former prime minister, Hun Sen, wrapped up a three-day visit to China.

In a statement posted to Facebook on Wednesday, the Cambodian government said Hun Sen “expressed his gratitude” to President Xi Jinping for “supporting the Funan Techo Canal project” when they met on Tuesday.

“This project allows Cambodia to be independent in the water-transport sector and provides significant economic benefits,” the statement said, without providing further details.

Cambodia Deportations Undermine Thailand’s UN Human Rights Council Credentials

Thailand takes a seat on the United Nations Human Rights Council in January for the first time, having campaigned since 2022 to get it. However, a decision late last month to forcibly deport six Cambodians for political reasons undermines the credibility of the seat.

The six–four women and two men–are supporters of the banned opposition party, the Cambodia National Rescue Party. They had made statements on social media that criticized the Cambodian government over the Cambodia-Laos-Vietnam Development Triangle Area, an agreement from which Cambodia has now withdrawn after widespread protests. But the six were deported from Thailand on November 24, and are being held in Cambodian prisons on charges of treason.

The U.N. Human Rights Council (HRC) was established in 2006 with a mission to “promote universal respect for the protection of all human rights and fundamental freedoms for all.” The council is tasked with the full implementation of human rights obligations made by states, and elected members are supposed to uphold the highest standards in protecting human rights. The council examines the human rights records of all U.N. member states every four years, creates investigative panels for specific countries, and appoints independent experts known as special rapporteurs.

The murky waters of Cambodia’s Funan Techo Canal

Speculation swirls around Cambodia’s newest megaproject, the Funan Techo Canal. It’s a US$1.7 billion project (at least) – but where’s the money coming from?

The 180-kilometre waterway will link two major rivers in the south of the country, the Mekong and Bassac, with the Gulf of Thailand. It will enable Cambodia to export directly to world markets, reducing reliance on Vietnamese ports which currently transport one-third of Cambodia’s exports. That dependence, and the associated costs, are a source of great frustration for Cambodia.

A groundbreaking ceremony was held on 5 August, coinciding auspiciously with the birthday of former leader Hun Sen. Completion is scheduled (quite ambitiously, given normal infrastructure project slippages) for 2028. The state media coverage was frenzied with every capital, provincial and private television station was “requested” to broadcast the ceremony, and there is a clear sense that this project is a personal legacy for Hun Sen – it even shares his honorific title. Techo is a Khmer word meaning powerful or strong, bestowed by the Cambodian king on army commanders, and Hun Sen insists Cambodian media use it in his title or risk unspecified “legal action”.

Location, location, location: Why Ream Naval Base is not the real estate China needed

Location is the most critical factor in determining whether a naval base is useful for any country to project power. Having bases near strategic maritime routes, such as the South China Sea and the Red Sea, is ideal.

What about the Cambodian Ream Naval Base?

This has been a controversial site ever since The Wall Street Journal reported in July 2019 that Phnom Penh signed a secret agreement allowing Beijing exclusive use of the base. This suspicion was further fuelled when Cambodia demolished US-built facilities in Ream in 2020 to make way for Chinese contractors to commence construction works for an upgrade.

Partnership of convenience: Ream Naval Base and the Cambodia–China convergence

The development of Cambodia’s Ream Naval Base has caused concern in the United States and elsewhere regarding its potential to become a Chinese military outpost. This concern is set to grow as the Chinese-supported upgrade of the base nears completion at the end of 2024. There can be little doubt that China is reinforcing its military presence and influence in Southeast Asia. Yet Western partners have often raised their concerns with Phnom Penh in a counterproductive way, failing to understand the factors motivating Cambodia to seek deeper defence ties with China.

By understanding Cambodia’s threat perceptions and the influence of the kingdom’s domestic politics on its defence and foreign policies, Western partners will be better able to balance China’s influence in Cambodia. This paper analyses the factors leading Cambodia to seek closer defence relations with China, and specifically China’s assistance to modernise Ream Naval Base, along with the access rights that may entail. Its findings are based on fieldwork and interviews conducted by the author in Cambodia and with officials from neighbouring countries in 2024.

13 Filipinas get 2-yr sentence in Cambodia for violating surrogacy ban

Thirteen Filipino women were meted a four-year sentence, eventually reduced to two, in Cambodia for violating the surrogacy ban in the country, according to the Philippine Embassy in Phnom Penh.

In a statement, the embassy confirmed the verdict noting that 13 have been detained since Sept. 23 at a designated medical facility in Cambodia.

They were tried by a Cambodian court from Nov. 28 to 29 for their participation in a surrogacy scheme and were found guilty of violating Cambodia’s 2008 Law on the Suppression of Human Trafficking and Sexual Exploitation by the Kandal Provincial Court on Dec. 2.

Cambodia jails 13 pregnant Filipino surrogates

Thirteen women from the Philippines have been convicted of human trafficking in Cambodia for intending to sell babies they carried through surrogacy.

They were sentenced to four years in prison, but with two years suspended, the Kandal Provincial Court said.

The court said it had strong evidence showing that the women intended on having the babies “to sell to a third person in exchange for money, which is an act of human trafficking”.

US dims Southeast Asia detour for China’s solar products with anti-dumping tariffs

Blocks are piling up for Chinese manufacturers seeking roundabout ways to access the United States, after Washington imposed a new round of tariffs on solar products imported from four Southeast Asian countries.

The region has become a major destination for Chinese solar firms transferring production capacity overseas in the past years, seen as an attempt to bypass US tariffs on direct imports from China.

But on Friday, the US Department of Commerce imposed preliminary anti-dumping duties of up to 271.2 per cent on solar cells and modules from Cambodia, Malaysia, Thailand and Vietnam.
