Cambodia Under Pressure to Free Reporter Honored by US for Exposing Scammers

Cambodia is under increasing pressure from the United States, other Western countries and human rights groups over the arrest of investigative journalist Mech Dara, who had exposed human trafficking, online scamming, environmental destruction and corruption.

Mech Dara, who had been honored by the U.S. for his work, was arrested on September 30 and charged the next day by the municipal court in the capital Phnom Penh with “incitement to cause serious social unrest” over online posts about a quarry excavation at one of the most sacred sites in Cambodia. He faces up to two years in jail.

The arrest comes at a time when ties have been strained between the U.S. and Cambodia over U.S. Treasury Department sanctions on a senator, tycoon and top level adviser to Prime Minister Hun Manet’s administration for alleged involvement in human trafficking and scam centers of the type exposed by Dara.

A friend visited Dara, 36, at Kandal Provincial Prison, 10 kilometers from Phnom Penh, bringing him food, clothes and medicine.

Cambodian fishers-turned-citizen scientists monitor marine mammal deaths

Cambodia has a marine mammal problem. Dolphins, dugongs and other species are caught and killed in fishers’ nets or wash up dead on beaches regularly, but no one knows how many, exactly why or how to stop it. To fill the void of data, a local NGO trained residents of 36 fishing communities along the country’s coast to join a nascent citizen scientist network documenting incidents of marine mammal bycatch and strandings.

The NGO, Khmer Ocean Life, delivered training sessions across Cambodia’s four coastal provinces — Kampot, Kep, Koh Kong and Preah Sihanouk — through July and August 2024. By leveraging fishing communities’ local expertise and presence on the water through the citizen scientist network, the group will track the frequency of bycatch and strandings and identify hotspots. The data will inform mitigation strategies to preserve Cambodia’s marine biodiversity.

The training sessions, delivered by staff from Khmer Ocean Life and the Fisheries Administration, aimed to develop fishers’ understanding of different marine mammal species. Community members learned how to identify the most common ones by shape, color, size and features; how to use the personal protective equipment (PPE) needed when handling dead animals; and how to record physiological and geospatial data about bycatch and strandings on a simple form. They also learned how marine mammals fit into the broader marine ecosystem.

Does China now have a permanent military base in Cambodia?

Two grey shapes, visible from satellites for most of this year at Cambodia’s Ream naval base, seem to confirm growing fears in Washington: that China is expanding its military footprint, beyond the three disputed islands in the South China Sea which it has already seized and fortified.

The shapes are type A56 corvettes of the Chinese navy – 1,500-tonne warships – and they have been berthed alongside a new, Chinese-built pier that is big enough to accommodate much larger vessels. Onshore there are other facilities, also built by China, which are presumed to be for the use of the Chinese navy.

The Cambodian government has repeatedly denied such a possibility, citing its constitution which bans any permanent foreign military presence, and stating that Ream is open to use by all friendly navies.

Cambodia is a ‘Money-Laundering Haven for Chinese Criminals’

Cambodia has become a money-laundering haven for Chinese criminals for several very basic reasons, according to an analyst who works on criminal justice.

In a note posted on LinkedIn on Monday, Mina Chiang said she had briefed an Interpol meeting in Tokyo on features of Cambodia’s legal and financial system to explain why Chinese citizens see it as an extraordinarily “convenient” hub to exchange money.

Cambodia is not part of the Common Reporting System – a global framework developed by the Organization for Economic Cooperation and Development (OECD) to facilitate the exchange of financial account information about citizens’ assets with other participating governments, Ms Chiang said.

Japan police arrest 12 men deported from Cambodia over phone scams

Japanese police arrested 12 men on Monday upon their return from Cambodia for allegedly operating phone scams, following claims from some that they were victims of forced labor in the Southeast Asian nation.

The 12 men were working at a casino in Cambodia’s Svay Rieng province, where local police conducted a search following reports of abusive labor practices. The case came to light after some of the men sought assistance from the Japanese embassy in Phnom Penh.

The men had been in protective custody with Cambodian police since August before being flown back to Japan. They arrived at Haneda and Narita airports on Monday morning.

Cambodian Microfinance Loans Based on Rising Land Prices Point to Further NPL Increase

Over-optimistic assumptions about the transformative impact of microfinance loans on the incomes of borrowers have been a consistent feature of the industry for years. Over-valuation of the assets used as collateral for the loans is more unusual, as a realistic appraisal of asset values of the borrowers helps to keep repayment projections real.

Yet in Cambodia, the rate of non-performing loans (NPLs) at microfinance lenders is higher than publicly disclosed, with many loans having been based on expectations of rising land prices which proved to be well off target, sources say.

A survey of loan officers which has yet to be published shows that the NPL rate is continuing to increase, with many microfinance loans being taken to refinance existing borrowings and based on future land price appreciation, according to a person familiar with the survey. Distressed sales of land mean that prices are falling rather than rising, the person said. The speculative nature of many existing loans, which assumed that land prices would continue to increase, was confirmed by a separate person working at a major Western bank in Cambodia.

Cambodian economy projected to grow 5.5% in 2024: IMF

The International Monetary Fund (IMF) recently projected that the Cambodian economy will grow by 5.5 per cent in 2024, up from 5 per cent last year, driven by a strong rebound in garment and agricultural exports and the underway recovery in tourism.

Inflation in the country is projected to reach around 1.5 per cent this year before converging to the long-term trend of 3 per cent, the IMF said after concluding its 2024 Article IV consultation mission to the country recently.

Inflation has moderated to an average of 1.6 per cent year on year in the first half of 2024, down from 2.1 per cent in 2023.

Cambodia extends crackdown on criticism to workers abroad

Cambodian authorities have extended abroad their long-running crackdown on dissent with a former maid facing a potential five-year jail term for criticizing the government of Prime Minister Hun Manet while working in Malaysia.

Nuon Toeun, 36, had worked in Malaysia for several years but was arrested by Malaysian authorities last week after a request from the Cambodian government prompting an outcry from human rights groups who are accusing some Association of Southeast Asian Nations (ASEAN) countries of collusion.

The Khmer Movement for Democracy, formed by exiled opposition leaders, said she was working legally in Malaysia, had simply expressed her opinions and her deportation without due process was a “blatant violation of international law and a grave assault on human rights.”

Japanese phone scam suspects in Cambodia to be arrested on fraud charges

NHK has learned Japanese police have obtained arrest warrants for 12 Japanese nationals in Cambodia on suspicion of fraud. The suspects are believed to have been working for a Japanese phone scam group, making fraudulent calls to potential victims in Japan.

The police have already sent investigators to Cambodia. They plan to arrest the 12 people next week after transferring them back to Japan.

The Japanese nationals were taken into protective custody by local authorities in the southeastern Cambodian city of Bavet in August.

Cambodia defiant as anger mounts over journalist’s arrest

Cambodian authorities doubled down on Oct. 2 following the arrest of journalist Mech Dara, effectively warning Western nations and civil society groups to butt out amid a barrage of stinging criticism and demands for his immediate release.

North Korea ‘Shrouded Sleep’ malware campaign targeting Cambodia, other Southeast Asian nations

North Korean government hackers have targeted several Southeast Asian countries — even perceived allies like Cambodia — with a malware campaign over the last year designed to create backdoors into systems at important organizations.

Cybersecurity experts at Securonix published a 22-page examination of a campaign they call “Shrouded Sleep,” which they attributed to APT37. Allegedly housed within North Korea’s Ministry of State Security, the group is one of the country’s most prolific hacking operations.

“Cambodia appears to be the primary target for this campaign, however, it could extend into other Southeast Asian countries. This is based on the language and countries referenced within the phishing lures, and geographical telemetry data based on related identified samples,” they said.

Ream Naval Base Not For China; US Warships Welcome At Cambodia’s Beijing Aided Port – Deputy PM

Amid concerns that the Ream Naval Base might be used by the People Liberation Army Navy (PLAN) as a military outpost, Cambodia has said that US ships would also be permitted to visit the base.

Assuaging concerns, Cambodia’s Deputy Prime Minister Sun Chanthol said that once the naval facility is completed, any nation’s military could visit the Ream Port. He was addressing an event hosted by the Washington-based think tank Center for Strategic and International Studies.

“The Ream Naval Base is not for the Chinese. The Chinese provided us with the assistance to expand the Ream Naval Base for our national defense, not to be used by the Chinese or any military against another country,” Sun said at the event. “When this naval base is completed, any navy can call on that port, as long as it’s for humanitarian and disaster recovery or joint military exercise.”

Cambodian maid is arrested and deported by Malaysia for criticizing Cambodia leaders on social media

A Cambodian woman who worked as a maid in Malaysia has been deported to her homeland for comments she posted on social media criticizing Cambodian government leaders, in the latest example of a Southeast Asian government helping another arrest a dissident.

A Cambodia prison official and an opposition activist group said Thursday that Nuon Toeun, 36, who had worked in Malaysia for several years, was arrested last week by Malaysian authorities following a request from the Cambodian government.

Human rights groups have criticized several Southeast Asian governments for helping each other harass, detain and deport political dissidents in exile. New York-based Human Rights Watch has urged the Thai government to stop forcing political dissidents to return to their authoritarian home countries, including Vietnam, Laos, Cambodia and China, where they might face torture, persecution or death.

NagaCorp flags $411M GGR in nine-month period

Cambodian gaming operator NagaCorp announced that for the nine months ending September 30th, 2024, the group achieved gross gaming revenue of $411 million, an increase of 8.4 percent year-on-year, and net gaming revenue of $359 million, an increase of 10.6 percent year-on-year.

The update was released in a voluntary announcement on the Hong Kong Stock Exchange on Wednesday after trading hours.

The mass market and referred VIP market drove the growth, with mass market GGR reported at $290 million, an increase of 17.3 percent from the same period last year. The referred VIP market’s GGR increased by 23.8 percent year-on-year to $39.8 million.

Cyber scams: 67 Indians rescued from Cambodia, 39 back home, says embassy

Sixty-seven Indians trapped in job scams in Cambodia have now been rescued, the Indian Embassy in Phnom Penh announced on Wednesday. While 39 of them have already reached India, 28 others will be leaving Cambodia soon, it added.

“The Embassy of India, Phnom Penh has been actively engaged in rescuing and repatriating Indian nationals trapped in fraudulent job offers obtained through fake agents, who lure them into cyber crime in scam compounds,” said the statement.

The Arrest of Mech Dara (Part I): Repression and Retaliation

Mech Dara, one of Cambodia’s last remaining independent journalists, was arrested yesterday outside the crime hub of Sihanoukville where so much of his reporting was focused in recent years. The arrest was conducted with a flamboyant show of force by a six-car barrage of military police and plainclothes officers at 3:57 p.m. by the Sre Ambel toll plaza. After nearly 24 hours in detention, his location was confirmed by Cambodian authorities as Kandal Provincial Prison, indicating a charge of incitement to commit a felony.

Mech Dara’s is an all-too-common story for actors operating within the region’s rapidly constricting civic space. Nonetheless, his arrest may be viewed as particularly tragic given the global public interest benefit of his acclaimed work. Moreover, it is a particularly telling one about the nature of the operative regime in Cambodia. This may still be “Hun Sen’s Cambodia” but it is his son Hun Manet’s government now, and it is high time for global governments to stop pretending this dynastic succession has facilitated anything other than a sustained spiral into total criminal autocracy.

US calls for release of award-winning Cambodian journalist

The U.S. is calling for the immediate release of a Cambodian journalist arrested Monday and charged with incitement over recent social media posts.

Mech Dara, who won an award from the U.S. State Department last year for his reporting on cyber trafficking rings in Cambodia, was taken into custody by military police while traveling from Preah Sihanouk to Phnom Penh on Monday, his relative told local rights group Licadho.
