China, Cambodia sign yuan clearing arrangement agreement

The People’s Bank of China and the National Bank of Cambodia on Tuesday signed a memorandum of cooperation on establishing a yuan clearing arrangement in Cambodia, China’s central bank said, furthering economic cooperation between the two countries.

China has been trying to boost the yuan globally since 2009 to reduce reliance on the U.S. dollar in trade and investment settlements and challenge the greenback’s role as the world’s major reserve currency.

Over the past two years, Beijing has signed similar yuan clearing deals with Brazil, Kazakhstan, Laos, and Pakistan.

Fashion brands launch probe into garment waste burning in Cambodia brick factory claims

The new report ‘Bound by Bricks: An Opportunity to End Debt Bondage and Child Labour in Cambodia’s Brick Factories’ is based on information documented by LICADHO from 21 brick factories across Kandal province and the capital Phnom Penh.

The Cambodian League for the Promotion and Defense of Human Rights (LICADHO) is renewing its call for: all actors to immediately free workers from bonded labour; enforce and strengthen child labour laws and; and international garment brands to stop their waste from being burnt in brick kilns, harming the health of workers and their children.

LICADHO claimed that it conducted in-depth interviews apart from having dozens of conversations with 10 workers who highlighted issues related to disposal of pre-consumer waste, debt bondage and low per-brick payments that have been driving children aged as young as nine years old to work in brick factories.

Vietnamese TikToker Faces Cambodia Entry Ban Over Angkor Video

Last week, the Vietnamese media outlet VnExpress reported that a Vietnamese TikTok personality could be banned from entering Cambodia for 10 years for “defaming” the temples of Angkor Wat, a potent totem of the country’s national identity.

According to the VnExpress report, Hua Quoc Anh made a video at the Angkor Wat temple complex that “had a negative impact on the image of Cambodian tourism,” in the words of Prak Chandar, a deputy secretary of state at the Cambodian Ministry of Tourism. Chandar added that the Cambodian authorities were considering imposing on Anh an entry ban of five to 10 years.

The transgression in question was contained in a video that the Ho Chi Minh City-based influencer posted to his TikTok account while visiting Cambodia last month. The video featured a young woman in a traditional Thai costume walking around Angkor Wat, interspersed with images of the Thai flag and images of past Thai kings and accompanied by the words “Hello Thailand.”

Cambodian digital currency bakong amps up use case with Alipay agreement

The bakong, a digital currency operated by the National Bank of Cambodia (NBC), will provide users with access to the Alipay merchant network and enable cross-border transactions on Alipay+ using QR codes under a memorandum of understanding (MoU) signed at the FinTech Expo in Singapore, the local press reported.

The bakong service operates by the NBC on a blockchain, but it is not a central bank digital currency (CBDC), as the currency is a liability of the commercial banks that use it. The bakong enables both United States dollar and Cambodian riel accounts. The Cambodian economy is heavily dollarized.

The MoU means that Cambodians will be able to use riel from their bakong wallets to shop with 83 million merchants worldwide on the Alipay network. In addition, Chinese tourists who have accounts with China’s massive Alipay electronic payment system will be able to shop in Cambodia using the QR codes of the bakong KHQR system.

Spotlight on debt bondage as Cambodia’s property sector slows

Human rights advocates are calling for renewed efforts to end debt bondage in Cambodia’s brick industry as the country’s slowing property market hits demand for building materials.

In a report released on Monday, the rights group LICADHO presented the results of a monthslong study conducted this year into conditions within brick factories, saying debt bondage, child labor and dangerous working conditions persist.

The group found the practice, in which entire families can remain indebted to brick factory owners for indefinite periods, remains “endemic,” despite repeated vows by authorities to tackle it.

Waste from Adidas, Walmart, other brands fuelling Cambodia brick kilns – report

Waste from at least 19 international brands including Adidas and Walmart is being used to fuel kilns in brick factories in Cambodia, and some workers were falling ill, according to a report by a local rights group released on Monday.

The report by The Cambodian League for the Promotion and Defense of Human Rights, commonly known by its French acronym LICADHO, was based on visits to 21 brick factories in the Cambodian capital Phnom Penh and neighbouring Kandal province between April and September, as well as interviews with current and former workers.

It found pre-consumer garment waste including fabric, plastic, rubber, and other materials from the brands was being burned at seven factories. The factories were burning garment waste to save on fuel costs, it said.

Cambodia reports 4.11 million air passengers in first 10 months – an increase of 144%, says minister

Cambodia registered 4.11 million air travellers during the first 10 months of 2023, a year-on-year increase of 144 percent, Mao Havannall, minister in charge of the State Secretariat of Civil Aviation has announced.

Some 32 international and domestic airlines had operated a total of 41,596 flights to the kingdom’s three international airports during the January-October period this year, up 93 percent year on year, he said.

Havannall said Cambodia currently has direct flights with eight ASEAN (Association of Southeast Asian Nations) member countries, as well as China, South Korea, and Qatar, among others.

Cambodia’s Angkor Wat at center of forced-evictions row

As a tuk-tuk driver in Cambodia’s tourism capital of Siem Reap, the livelihood of Prak Savuth revolves around Angkor Wat, the massive 12th century temple complex built to represent the universe itself.

The towering stone temple remains a living religious site today as part of the sprawling 400-square-kilometer Angkor Archaeological Park. Besides dozens of other historic temples that attract throngs of foreign tourists, the area has been home to about 100,000 people, many of whom say their families have lived there for generations.

But over the past year, much of the village life once rooted along the roads and waterways of the park has gone silent. Authorities have cited conservation pressures in the UNESCO World Heritage Site to drive a campaign to remove about 10,000 households and resettle them in underdeveloped districts outside Siem Reap.

For 16 years, Srey Mom has run a roadside restaurant just a short distance from Angkor Wat, the largest temple complex in the world and Cambodia’s top tourist attraction.

The ancient ruins of the Khmer empire have drawn more than 600,000 foreign visitors since the start of this year, generating just under US$30 million ($46 million) in ticket sales. The opening of the Siem Reap Angkor International Airport in October is expected to see those figures increase even further.

Locals living inside the 400-square-kilometre historic site have relied on rice farming and, like Srey, on tourism for a living.

Cambodia considers banning Vietnamese TikToker for defaming Angkor Wat

Vietnamese TikToker Hua Quoc Anh could be banned from entering Cambodia for 10 years for defaming the temples of Angkor Wat, which many Cambodians hold as sacred.

Deputy State Secretary of the Cambodian Ministry of Tourism Prak Chandar told VnExpress that a video Anh made at the Angkor Wat temple complex “had a negative impact on the image of Cambodian tourism.”

Cambodian authorities are considering a penalty against him, possibly an entry ban for five to 10 years, Prak said.

Fears Asia’s Mekong River is in crisis

The Mekong River ecosystem is on the verge of collapse due to the accumulative effects of climate change.

Hydropower dams, drought and human-made activities such as deforestation and sand mining have also caused water levels to drop to their lowest in more than 60 years. The Mekong flows for nearly 5,000km (3,100 miles) from Himalayan glaciers in Tibet, through China, Laos, Myanmar, Thailand and Cambodia before reaching the South China Sea in Vietnam.

“Together, climate impact and dam restrictions are changing the way that the Mekong flows – much for the worse”, says Brian Eyler who runs the Mekong Dam Monitor at the Stimson Center in Washington DC.

Major Cambodia bank’s unsecured bonds not proof country is ‘bankrupt’: experts

A major Cambodian bank issuing 100 million dollars in unsecured bonds — those not backed by collateral — is not proof the kingdom is bankrupt, finance experts say, refuting false social media posts. Representatives from global lenders International Monetary Fund and the World Bank separately told AFP their most recent assessments indicate Cambodia has low bankruptcy risk.

“Cambodia is bankrupt! It asked Thailand for money worth 3.7 billion baht,” reads a Thai-language Facebook post shared on October 15.

It features a nearly 17-minute video where a narrator discusses a recent announcement by ACLEDA Bank — the second largest commercial bank in Cambodia — that it had obtained approval to issue subordinated unsecured bonds in Thailand worth 3.7 billion baht (100 million dollars).

Chen Qingyuan had links to casino business in Cambodia, high-end clubs in Thailand: investigating officer

Money laundering accused Chen Qingyuan has substantial wealth in multiple jurisdictions overseas, including links to a casino business in Cambodia and high-end clubs and property in Thailand.

These sources of overseas wealth were revealed in investigating officer (IO) Poon Chee Ming’s affidavit filed on Sep 6, which was referenced in court on Friday (Nov 17).

Chen is one of 10 individuals embroiled in the S$2.8 billion money laundering case. More than S$20 million worth of his assets were seized or issued prohibition of disposal orders, which means they cannot be sold. He faces charges involving over S$8 million of these assets.

Cambodia inaugurates new China-backed airport

Officials in Cambodia inaugurated the country’s biggest airport on Thursday. The facility was constructed with the help of a Chinese loan. It is being hailed as a new gateway to one of the nation’s most important tourist attractions, Angkor Wat.

One Dutchman and 350,000 Cambodian Refugees

Hans van Zoggel taught English in his early 20s when he first met Cambodian refugees in The Netherlands. He was barely out of college and jobs were hard to come by but he left home for the Thai border camps where he succeeded in putting his students in touch with their relatives.

He was also struck by their plight – refugees and internally displaced people huddling in a mishmash of shabby huts and surrounded by the Khmer Rouge. He stayed and went to work in the camps where he prepped those lucky enough to be accepted as refugees for a life in the United States.

The early 1980s were a difficult time. The Vietnamese had only just ousted Pol Pot from power and his Khmer Rouge had settled in for a civil war that would last nearly two decades. The poverty was intense and van Zoggel built a life around helping the victims of war.

Cambodia reports bird flu outbreak near Vietnamese border

Cambodia reported an outbreak of highly pathogenic H5N1 bird flu among backyard poultry near the Vietnamese border in what would be the first outbreak in the country in nearly three years, the World Organisation for Animal Health (WOAH) said on Friday.

The virus killed 198 out of 334 backyard poultry birds on farms in the Svay Rieng province in the southeastern part of the country, the WOAH said in a report citing Cambodian authorities.

Highly pathogenic avian influenza, commonly called bird flu, has spread around the globe in the past years, leading to the culling of hundreds of millions of poultry.

The Mekong is slowly dying.

Mai takes a deep breath before disappearing below the muddy brown waters of the biggest freshwater lake in South East Asia. A few bubbles rise to the surface – the only sign that he is underwater, freeing his fishing net, which he had left hanging between trees in a flooded forest.

The Tonle Sap, which takes its name from a tributary that connects it to the Mekong River, is the world’s largest inland fishery – more fish are usually caught here than in any other lake on Earth.

But when Mai finally surfaces, pulling leeches off his neck as he drags his net back to his small blue boat, he knows he hasn’t got the catch he needs. By now it’s dawn. The air is already clammy, as the trees begin to vibrate with the chorus of cicadas.

China-funded airport opens in Cambodia with more projects to come

The China-funded Siem Reap-Angkor International Airport officially began full operations Thursday, amid mixed feelings in Cambodia about the project and China’s growing influence.

The facility is more than triple the size of the former airport that served Siem Reap, the gateway to the Angkor Wat temple complex, a UNESCO World Heritage Site and Cambodia’s top tourism draw. Passenger capacity has been increased about 40% to 7 million people.

“This is a result of the ironclad friendship between Cambodia and China,” Cambodian Prime Minister Hun Manet said at the airport’s opening ceremony.

Cambodia faces mounting pressure to halt forced evictions at Angkor Wat

Cambodia’s government is under renewed pressure to stop the removal of around 10,000 families living near the temple of Angkor Wat.

Since 2022, authorities have been ordering people to leave the UNESCO World Heritage-listed site, and a new report by Amnesty International describes the relocations as forced evictions that break international law. UNESCO has now joined the call for the Cambodian government to stop the program.

Is Cambodia finally moving on human traffickers?

For more than a year Cambodia has deflected criticism of doing too little too late when dealing with human traffickers, much to the irritation of its major benefactor Beijing, which needs Phnom Penh to rescue Chinese citizens from Chinese gangsters.

It’s an irritation not helped by a widespread and erroneous belief that the Chinese government was working in league with criminal syndicates. This was highlighted by a report released in September last year by the Geneva-based Global Initiative Against Transnational Crime.

Entitled “Sihanoukville a Hub of Environmental Crime Convergence,” the 32-page report challenged the role of “oknhas” — a title bestowed by the Cambodian government on favored businessmen — and singled out Chinese businessmen holding Cambodian citizenship.
