Police Official Arrested Over Kompong Cham Buffalo Dispute

A Ministry of Interior police official at the Police Academy of Cambodia training school was arrested in Kompong Cham province on Monday after he threatened to kill a commune police officer whose buffalo had wandered onto his land, officials said.

Choeung Prey district deputy police chief Khang Vuthy said police went to investigate a call from a villager in Kouk Rovieng commune who claimed that Colonel Ou Savy, who lives in the area but works at the law-enforcement training school in Phnom Penh, fired his weapon during the dispute.

“After we received the call from the villager, we went there immediately and arrested [Col. Savy] for threatening to shoot a police official [from a nearby commune],” Mr. Vuthy said.

According to commune police chief Men An, a buffalo belonging to a police official from Batheay district had wandered into the colonel’s farmland to graze.

“The buffalo was owned by a commune police official and it had come to eat on Ou Savy’s farm, but when he demanded it back Mr. Ou Savy’s wife refused,” he said.

“When her husband arrived and saw the commune police official threaten his wife, he shot into the air and threatened him.” Col. Savy will be sent to the provincial court today for questioning.
