Taxis, Trucks From Provinces Banned in City

Vehicles transporting merchandise and passengers from the provinces are banned from entering the capital in order to maintain traffic order and safety, Phnom Penh municipal officials said.

Phnom Penh municipality last Friday passed a motion prohibiting city-bound cars and trucks from entering the capital. Drivers  who violate the order will be fined, Municipal Cabinet Director Mann Chhoeun said Sunday.

“We want to prevent a traffic jam in the city,” he said. “Big cars or trucks are the main cause of accidents in Phnom Penh.”

The municipality will educate vehicle owners for 30 days beginning Sept 1 before imposing the fine, according to a letter issued Friday by the Municipality. After the month of forgiveness, the Municipality will take stronger measures to ensure vehicles stay in car-parks on the outskirts of Phnom Penh, said Nhem Saran, director of Municipal Public Works and Transportation.

Nhem Saran and Mann Chhoeun did not know how much the fine would be.

Drivers on National Road 2 must leave their vehicles in a Chak Angre commune, Dangkao district car-park located more than 9 km outside the city center, Mann Chhoeun said.

Vehicles driving on National Road 6A must stop in Russei Keo district’s Chroy Changva commune or Meanchey district’s Chbar Ampou commune.

Drivers on National Roads 3, 4 and 5 should leave their vehicles in Russei Keo’s Chrang Chamrah commune and Dangkao district’s Chaom Chau commune, Mann Chhoeun said. The lots are 12 km from the center of Phnom Penh.

Passengers and goods traveling from the provinces must transfer to taxis in the city to reach their final destination, Mann Chhoeun said.

He admitted he could not determine which vehicles originate in the provinces.
