District governor Kuoch Chamroeun said the toppled billboard in Chaktomuk commune broke the collarbone of one man and injured the hand of the other, though he did not know more about the incident.
“I was focused on helping send them to hospital,” he said, adding that he had also been busy attending to trees uprooted by the heavy afternoon storm.

Commune police who were on the scene identified the victims as as Kol Leakhena, a 25-year-old restaurant cook, and Chet Thuon, a 41-year-old moto-taxi driver.
The billboard featured ads for Multi Media Company Limited, an advertising and graphic design company based in Phnom Penh.
Representatives of the company could not be reached. Municipal spokesman Mean Chanyada said he did not know who owned the billboard, but that they would be responsible for compensating the victims for medical care and damage done to the motorbike.
