Two Men Charged With Rape in Banteay Meanchey, Kompong Chhang

Banteay Meanchey Provincial Court on Friday charged a 20-year-old man with the alleged rape of a 6-year-old girl in a forest by her home. In a separate case, Kompong Chhnang Provincial Court on the same day charged a 21-year-old man with the alleged rape of an 18-year-old woman though another suspect in the incident was still at large.

In the evening of Aug 16, Ran Roeurn allegedly raped his neighbor’s young daughter for the third time this month in Preah Netr Preah district’s Bos Sbov commune, district police chief Keo Bunyoeurn said.

“The suspect confessed to raping the victim a few times this month,” Mr Bunyoeurn said, noting that Mr Roeurn was arrested on Thursday afternoon after the girl’s grandmother filed a police complaint.

The six-year-old victim was seriously injured in the rape and received treatment at a commune health center and at Mongkol Borei district referral hospital, he said.

Sith Luos, Banteay Meanchey provincial anti-human trafficking police chief, said Mr Roeurn was being held at the provincial prison.

Kompong Chhnang Provincial Court on Friday also charged Soeurn Theng, 21, with the alleged rape of a mentally disabled 18-year-old on Wednesday in Cholkiri district’s Prey Kri commune, said Prak Saony, provincial anti-human trafficking police chief.

The victim was first allegedly raped by Cheng Theng, 18, before being allegedly raped twice by Soeurn Theng, according to Ms Saony.

“Mr Theng confessed to raping the victim, blaming the fact that he was drunk that evening and felt like having sex,” she added.

The victim was allegedly gagged by the men as she was on her way home from a VCD rental shop and taken a kilometer into a forest to be raped, Ms Saony said. The second rape allegedly occurred on a boat banked on a nearby lake.

During the first half of the year, the human rights group Adhoc recorded 249 rape cases, including 167 child rapes. Since June the Cambodia Daily has reported on a further 19 child rapes.
