Teenager Arrested for Raping 2 Children in Banteay Meanchey

A 15-year-old boy was arrested on Saturday for raping two young sisters, aged five and nine, in Banteay Meanchey province’s Malai district, police officials said Sunday.

The teenager allegedly raped the two girls, who lived near him, in the girls’ home on two separate occasions.

Pe Bonchong, deputy district military police commander, said a neighbor had witnessed the teenager calling out to the two girls on Saturday but they had refused to go near him and instead sought refuge in the neighbor’s house.

“They got scared and ran to their neighbor’s house. The neighbor asked them why they were afraid of the boy, and they said they had been raped” by the boy a few days prior, Mr. Bonchong said.

“When the boy raped them, he had threatened them and told them not to yell for anybody.”

Mr. Bonchong said the teenager confessed to the crime under questioning and will be sent to court to be charged today.

Kim Saloeun, a commune-level police officer, said it was the neighbor who filed the complaint against the youth, rather than the family.

“According to the neighbor, the mother did not file a complaint against the boy to the police because she was hoping to get compensation from the boy,” Mr. Saloeun said.

“The neighbors were the ones who filed the complaint after the girls told them that they were raped.”

Local rights group Adhoc has recorded 120 child rapes in the first seven months of this year.

A U.N. report released last month found that one in five Cam­bodian men admitted to having raped a woman, with more than half of them having committed their first rape before the age of 20.
