Six South Korean men were arrested on Thursday in Phnom Penh’s Toul Kok district for allegedly extorting money from foreigners via Voice over Internet Protocol, or VoIP, but the ringleaders of the scam remain at large, police said.
“We have spent one month investigating to find out their location. They rented the building to run an illegal VoIP extortion scam in Toul Kork district’s Beong Kork I commune,” said Major General Ouk Hay Seila, chief of the legal processing of general immigration department at the Ministry of Interior.
“It was difficult to find their location because they rented the 15th floor to run their VoIP to extort foreigners’ money.”
Maj. Gen. Hay Seila said the leaders of the scam were being sought.
“Our immigration police are continuing to find out who their ringleaders are. They remain at large,” he said, declining to provide further details about the case, including the names of the six men arrested and how they managed to operate the scam.
The six are being held at the district police station and are expected to be sent to court today.
