Senate Debate Set for Tuesday

The National Assembly will begin debating a constitutional amendment to create a Senate on March 2, Assembly President Prince Norodom Ranariddh said Tuesday.

“There will be only one agenda—amending the Constitution to create the Senate,” the prince said.

If the amendment is passed as drafted, the 61-member Senate, headed by CPP Party President Chea Sim, would function as an institution reviewing Assembly legislation. Under the draft amendment, the CPP would select 30 senators, Funcinpec 20, and the opposition Sam Rainsy Party seven, with the remaining four appointed by the king.

In addition, the permanent committee on Tuesday approved four draft laws to send to various commissions to be reviewed, said Heng Samrin, first deputy vice-president of the Assembly.

On Tuesday Prince Ranarridh also called for increased government transparency and accountability to the Assembly as part of the process of justifying Cam­bodia’s aid allocation at this week’s Consultative Group meeting in Tokyo.
