Ratanakkiri Teenager Charged With Raping 8-Year-Old Neighbor

The Ratanakkiri Provincial Court on Monday charged a 17-year-old boy with raping his 8-year-old neighbor at her home in Veun Sai district the night before, local police said Tuesday.

“The provincial court charged him yesterday evening with rape under aggravating circumstances,” said deputy provincial police chief Phen Dina. “We put him in pretrial detention at the provincial prison.”

Mr. Dina said the boy assaulted his young neighbor at her family’s house in Pong commune on Sunday night while her parents were out. He said the suspect admitted to the crime, while a medical examination confirmed that the girl was raped.

Leav Sreng, the prosecutor in charge of the case, could not be reached Tuesday.

District police chief Teu Nou Thang said his officers arrested the teenage suspect late Sunday night after receiving a phone call from the girl’s parents, who returned home from visiting a friend nearby to find their daughter crying in her bed.

“Before [the rape] happened, the victim’s parents went to visit a woman who had just given birth to a baby in the commune, and they left their daughter to sleep alone in the house,” Mr. Nou Thang said.

“When he saw the girl sleeping alone, the suspect went into the house and removed the victim’s clothes and raped her,” he said, adding that police apprehended the teenager at his home at about 11 p.m.

“After we got the phone call from the girl’s parents, I ordered police officials to arrest the suspect at his house,” he said.

“The suspect confessed to raping her because he could not control his feelings when he saw the girl sleeping alone.”

According to Mr. Dina, the deputy police chief, the young girl remains in the provincial referral hospital.
