NA To Remove Two F’pec Commission Heads

The National Assembly will vote on Friday to remove two royalist lawmakers from the heads of Assembly commissions and replace them with Sam Rainsy Party parliamentarians, CPP lawmaker Cheam Yeap said Tuesday.

The news of the proposed removal of Monh Saphan and Princess Norodom Vacheara came one day after Funcinpec’s governor of Kep municipality, Chan Sam An, was removed from his position by royal decree and appointed to the Interior Ministry, to be replaced by CPP member Has Sareth.

SRP lawmaker Yim Sovann said he will replace Monh Saphan as the head of the Assembly’s commission on home affairs, national defense, investigation and anti-corruption. He added that his colleague Son Chhay will replace Princess Vacheara as the head of the commission on foreign affairs, international cooperation, information and media.

Monh Saphan said Funcinpec’s newly appointed Secretary-General Nhiek Bun Chhay requested the removal of both his royalist party colleagues.

The SRP had asked to chair the commission on economy, planning, investment, agriculture, rural development, environment and water resources, but Funcinpec refused, Yim Sovann said.

The SRP had not previously been represented on any of the Assembly’s commissions, but now will have positions on each.

“It is not important which commission we have as long as we can serve the nation,” Yim Sovann said.

He also said that Nhiek Bun Chhay’s removal of his party colleagues indicated a conflict between royalty and non-royalty inside Funcinpec.

Nhiek Bun Chhay declined to comment on Tuesday.

Monh Saphan said, however, that he was being removed for speaking out against unnamed individuals, and that he was disappointed by the move. “I criticized people and those people are not happy with me,” he said, without elaborating.

An aide to Princess Vacheara said she had left the country for Beijing last week and was unavailable for comment.

Monh Saphan will become the deputy chairman of the Assembly’s legislation commission, while Princess Vacheara will remain a regular member of the commission she had once headed, Monh Saphan said.

Government spokesman and Information Minister Khieu Kanharith said the CPP will vote for the reshuffle on Friday.

Cheam Yeap said the Assembly will also vote to replace Funcinpec’s Interior Ministry Secretary of State Kung Hun Thearith with Tep Nonnary, another Funcinpec member and a government adviser at the Council of Ministers.
