Man Arrested for Role in Tbong Khmum Kidnapping

A man was arrested in Kompong Cham province’s Prey Chhor district on Tuesday morning for his role in the kidnapping of a 9-year-old girl last week, a police official said.

Police allege that San Samoeun, 21, and his girlfriend Vorn Savy, 24, kidnapped Ms. Savy’s second-cousin on Friday in an attempt to get more than $400 in ransom money from the girl’s parents.

Ms. Savy was arrested on Saturday in Tbong Khmum province’s Tbong Khmum district—where the kidnapping took place—in a sting operation.

“The suspect Samoeun was involved in the illegal detention and extorted money from the victim’s parents with his girlfriend,” deputy district police chief Long Sarin said on Tuesday.

“Police arrested him as he was working at a carpentry shop in Trapaing Preah commune [in Prey Chhor district] at 10:50 a.m.,” Mr. Sarin said, adding that the suspect was then handed over to his officers.

The police official said Ms. Savy was sent to the Kompong Cham Provincial Court on Tuesday and charged with illegal detention and extortion, and that Mr. Samoeun would be sent to the court today to face the same charges.
