Man Arrested for Blackmailing Girlfriend With Video of Rape

Phnom Penh military police arrested a 35-year-old bus driver Wednesday in Chroy Changva district after his girlfriend filed a complaint accusing him of drugging her and secretly filming a subsequent sexual encounter, then using the video to blackmail her, an official said.

The 32-year-old woman told military police she first met Mol Seiha in 2013 and they soon began sleeping together. But on one of those occasions, the victim claimed her boyfriend had drugged her then filmed himself raping her, said Phann Taravuth, deputy chief of the municipal military police.

“First of all, Seiha is accused of raping the victim by putting drugs in her drink and filming her naked as he had sex with her. Secondly, he is accused of extorting and threatening to extort money,” Mr. Taravuth said.

“She did not know he had secretly filmed her but he had kept it and later brought it to threaten her so he could extort her money,” he added.

The victim told police that she had already given in five times to previous threats by Mr. Seiha to make the video public and had paid him between $1,000 and $5,000 on each occasion. But when he demanded $80,000 in his latest extortion attempt, she felt compelled to report him.

“The last time he extorted her for $80,000, which made the victim feel she had no other choice but to complain to our military police,” Mr. Taravuth said.

Military police asked the victim to arrange a meeting with Mr. Seiha close to her house in Chroy Changva commune and when he showed up, they arrested him.

Mr. Taravuth said the suspect, who was currently employed in Phnom Penh as a driver for a tour bus company, would be sent to the Phnom Penh Municipal Court this morning to be charged with drugging, raping, secret filming and extortion.
