The Kompong Speu Provincial Court on Monday charged an 11-year-old girl with premeditated murder for allegedly killing her 4-year-old neighbor, according to a court official.
The girl was arrested on Saturday in Samraong Tong district’s Ralaing Kroeul commune after villagers discovered the body of Heak Kimchheng in a small dam.
Questioned by police later that day, she confessed to drowning the younger girl in order to steal her earrings and sell them to buy a mobile phone.
Deputy prosecutor Muth Dara said Monday that he charged the 11-year-old, who is currently in police custody, with premeditated murder.
“But based on her birth certificate, which shows she was born in May 2003, we cannot imprison her because, by law, we cannot imprison anyone under the age of 14,” Mr. Dara said.
“Tomorrow, we will decide whether we have to send this girl back to her family or to a rehabilitation center.”
