Father Arrested for Raping 7-Year-Old Daughter

A man was arrested Monday in Battambang province after his wife accused him of raping their 7-year-old daughter, local police officials said Tuesday.

San Sotherath, 33, was arrested at 8 a.m. in Sampov Loun district’s Santepheap commune after his wife, Um Sreypha, filed a complaint to police alleging that he had raped their child, said Chhet Seng, district police chief.

“The mother of the victim said her daughter told her that she was in pain after she was raped by her father,” Mr. Seng said. “The suspect admitted that he had raped his daughter three times because he used drugs that made him lose consciousness and he could not control his feelings.”

Mr. Seng added that Mr. So­ther­ath had used methamphetamine pills, and in 2004 went to a rehabilitation center in Banteay Meanchey province.

Commune police chief Orth Vuth said that the suspect confessed to raping his daughter twice on August 17, and again on August 22.

“He threatened to beat and kill his daughter if she told anyone,” Mr. Vuth said, adding that the suspect is currently being held at the provincial police station.

The incident was at least the second case of child-rape so far this week.

The Kampot Provincial Court on Tuesday charged a 25-year-old man for robbing, raping and brutally killing a 9-year-old girl Saturday night, a court official said.

The suspect, Oeun Vann, was arrested Monday after the child’s body was discovered dumped on the balcony of a house in Toek Chhou district’s Boeng Touk commune, a few hundred meters from her home. Her body was naked, with bad bruising to her face and a bloody nose. Bruises around her neck indicated that she had been strangled, according to the police.

Mr. Vann, a local from the same village as the girl, confessed to killing the 9-year-old.

“The suspect, Oeu Vann, 25, was charged with Article 205 of the Criminal Code for murder accompanied by torture, cruelty or rape,” Iv Tray, provincial deputy prosecutor said.

The suspect is currently being held in pretrial detention, said Mr. Tray.
