Drive-By Victim’s Silence Stalls Investigation

Police in Phnom Penh are seeking to identify two men who shot and injured a woman outside her home on Sunday evening, but have been stonewalled by the victim and are making no headway, an official said on Monday.

The shooting occurred in front of the woman’s house in Sen Sok district’s Phnom Penh Thmei commune while she was chatting with relatives, according to acting commune police chief Doung Nak, who said he knew neither the victim’s full name nor profession.

Mr. Nak said two men on a single motorbike stopped in front of the house at about 6:30 p.m. on Sunday and shot her twice—once in the left arm and once in the left leg—before speeding off.

While police have ruled out robbery as a motive, he said, the investigation was going nowhere.

“The victim and her family have not cooperated with us at all since the crime occurred, so it’s hard for us to investigate and identify the suspects,” Mr. Nak said, adding that the woman was still recovering in the hospital.

“The victim seems to be hiding something,” he said.
