Deaf, Mute Man Arrested in China to Be Repatriated

The Cambodian Embassy in Beijing is currently sheltering a mute and deaf man who was recently arrested by police in Heilongjiang province for being an illegal migrant, the Foreign Affairs Ministry said in a statement Thursday.

Chhay Krin, 25, originally from Prey Veng province, will be sent back to Cambodia tonight, according to the statement.

“The Ministry of Foreign Affairs and International Cooperation, and the Cambodian Embassy in China, cooperated with Chinese authorities and the International Organization for Migration [IOM] to rescue a Khmer disabled man in Heilongjiang, China,” the statement says.

Foreign Affairs Ministry spokesman Koy Kuong said by telephone Thursday that Cambodian authorities were not sure how the man made his way to China.

“We’re wondering how he arrived there without any documents,” he said. “It’s difficult to ask him because he’s mute and deaf.”

Mr. Kuong added that Mr. Krin was in good health and able to make the trip back to Cambodia, which would be paid for by the IOM and the Cambodian government.
