A 40-year-old Malaysian man who owns a recycling business was arrested on Tuesday in Phnom Penh’s Sen Sok district for allegedly having sex on three occasions with a 14-year-old worker he had hired, police said.
Ng Kay Hwa, 40, was arrested after the victim’s parents filed a complaint against him, alleging that he had taken their daughter to a guesthouse in Teuk Thla commune and paid her $200 after having sex with her, according to municipal anti-human trafficking police chief Keo Thea.
After his arrest, “the suspect told police that he had sex three times with the victim, but paid her $100 on only one night,” Mr. Thea said.
He added that Mr. Kay Hwa ran a business that recycled the tissue-paper patterns used in garment factories, and that the girl had been hired to collect and bundle paper for him.
After work, Mr. Kay Hwa took her out to beer gardens on occasion, which led to the sexual encounters.
Mr. Kay Hwa will be questioned by the court when he manages to find a defense lawyer.
