Sihanoukville port chief Lou Kimchhun said this week that a Malaysian company is considering a $15 million investment to improve cargo handling.
According to Lou Kimchhun, the government has been negotiating with Pro Majestic since December.
He said there are several points that the two parties have been unable to agree upon, but he would not elaborate.
He expressed confidence that the project could begin by the end of the year. It was unclear whether the proposed project is a build-operate-transfer scheme.
Industry Minister Pou Sothirak and officials at the Ministry of Public Works and Transport said they were unaware of the negotiations.
The port was built in the mid-1960s and has had several facelifts, some funded in recent years by the Asian Development Bank.
