Men Arrested In Separate Rape Cases

A construction worker was arrested for raping his 10-year-old neighbor in Phnom Penh on Thursday, while a farmer in Kompong Chhnang province was charged after raping and impregnating his 21-year-old stepdaughter, police said.

Pin Sochenda, 28, was arrested in Phnom Penh’s Pur Senchey district on Thursday afternoon for raping his young neighbor earlier in the day, said deputy district police chief Chea Sovann.

The girl was assaulted after her mother and other adults who rented rooms in a factory housing complex had left for work, he said.

The girl had been playing with other children near Mr. Sochenda’s room when he pulled her inside and raped her, Mr. Sovann said. She later returned to her room in tears and another child ran to alert the girl’s mother at the factory where she worked as a cleaner, he said.

Mr. Sochenda was arrested in his room and taken to the district police station for questioning, where he “confessed to police that he raped the female victim,” Mr. Sovann said. He faces further questioning at the Phnom Penh Municipal Court this weekend.

In a separate case, a 47-year-old rice farmer in Kompong Chhnang province was charged on Thursday with raping his 21-year-old stepdaughter in March, according to deputy provincial police chief Pol Vuthy.

The victim told police about the rape after the suspect beat her and her mother on July 10, Mr. Vuthy said, explaining that the young women simply couldn’t “hide these bad things anymore.”

The victim also told police that she became pregnant as a result of the assault and that her stepfather forced her to have an abortion, he said.

The suspect was arrested at his home in Samakki Meanchey district on the same day that his stepdaughter filed the complaint against him, according to Mr. Vuthy, but denied the accusations during two days of questioning by police and two days at the provincial court.

Court spokesman Long Sithy said the man was nonetheless charged with aggravated rape on Thursday and sent to prison to await trial.

The crime carries a penalty of between seven and 15 years in prison.
