Russian Man Charged in Crash That Killed Child

A Russian expatriate whose SUV collided with two motorbikes in Preah Sihanouk province on Wednesday, killing a 7-year-old girl and injuring six other people, was charged on Thursday with reckless driving, officials said.

Gleb Kasyanov, 47, was arrested in Prey Nop district’s Choeung Kor commune after striking a motorbike driven by commune police chief Muth Sokha, who had pulled onto National Road 4 in front of Mr. Kasyanov’s Toyota SUV, police said.

After hitting the motorbike, which was carrying the police chief and two passengers, the SUV swerved into the oncoming lane and hit a second motorbike, carrying a farmer and her three children.

Huot Vicheat, a spokesman for the provincial court, said Mr. Kasyanov was charged on Thursday afternoon under articles 83 and 85 of the traffic law, which cover reckless driving causing injury and death, respectively.

Together, the crimes are punishable by a maximum of five years’ imprisonment. Mr. Kasyanov has been sent to the provincial prison to await trial, according to Mr. Vicheat.
