Arrested KTV Owners, Staff Released Without Charge

The owners of two KTV parlors who were arrested in Kompong Thom province on Monday were released without charge on Wednesday after signing contracts saying they would stop selling sex at their establishments, an official said.

Oeng Bunchhay, 50, owner of the Chumnor Rikreay KTV parlor in Stong district, and Uk Ratana, 23, owner of M’lop Doung KTV parlor in the same district, were arrested along with 24 of their female staff during raids by provincial military police who suspected the establishments were also brothels, said deputy district military police commander Kang Saro.

He referred further questions to deputy provincial military police commander Yet Sa Oeun, who declined to comment.

Say Nora, provincial court spokesman, said the suspects were detained at provincial military police headquarters and questioned in court on Tuesday, but were released without charge by deputy prosecutor Meas Vathana.

“They educated them and made a contract with them, but I am not sure if they found out whether they had committed a crime,” Mr. Nora said.

Mr. Vathana declined to comment.
